The jury decided that the local authority and the fire brigade made a number of mistakes which contributed significantly to the deaths of the six people who died.

The most complete picture suggests fire fighters were inadequately briefed and should have known there were safe ways in and safe ways out. The families who lost loved ones have finally heard all the evidence and say that it is unacceptable that they have had to wait so long for answers to why their families died. They also are sad that they have had to wait nearly four years for a formal apology from those authorities now found wanting.
