Some of the building materials used only gave protection for 5 minutes and should not have been used in refurbishment of the buildings. Building controls suggest that such materials should not be used in high rise blocks like Lakanal. When the building controls aren’t applied and the regulator of the building regulations regime does not police it properly who safeguards the interests of the residents. The inquest is suggesting there is a vacuum.
