Southwark council begin to respond slowly to the need for retraining of staff to carry out credible fire risk assessments on all their high rise blocks.

Costs before safety. They tell residents that housing officers are sufficiently trained. A combination of leaked emails to me and pushing London Fire Brigade to explain this position on training and verifiable expertise it is established that these officers are inappropriate risk assessors. The council is forced to change its policy as a result of this intervention.

Research conclusion: Institutional inertia is retarding corrective action on fire risk assessments.
