The fire fighters first on the scene at the blaze reveal they had no knowledge of the layout of the complex 15 storey structure and it took a lot of time to work out where people were trapped and how to get to them.

Fire fighters got lost on route to the seat of the fire and lost valuable time. They had no knowledge of the fire escape routes available to get people out safely and fire fighters in.
