A twenty eight minute phone call which exemplifies the tragedy at Lakanal House. Evidence first reported by me in 2009 reveals how long Catherine Hickman spent on the phone to the emergency services being reassured and being told to stay put. The 999 operator training was inadequate to deal with a fast changing fire and the advice to stay put was highly questionable given Ms Hickman perished whilst talking on the phone when she had a credible escape route.
